The Collapse of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are delivered from different nations. Significant resources is devoted on managing particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a capability enabled by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems activated: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, probably delivered by Western nations. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: possibly the approaching threat won't strike its target this time, preventing destruction from devastation and further power outages.

Persistent Threats

Soon after, a heavy machine gun engaged a aerial vehicle close by, part of a defensive team – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv greeted the morning news: seven people killed, destruction and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a need that neighboring countries are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, no doubt, endure.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration operates on a assumption well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is unfeasible to force Russia to surrender the areas that it already controls in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does nothing to discourage Russia, through words or deeds, from believing that the status quo will not change more in its favour in the near future.

Conflicting Perspectives

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its advantage.

Present Conditions

Factually, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.

These two forces are driving the talks.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
